We maintain the resources and capabilities of a large licensed Customhouse Broker and Freight Forwarder, dedicated to provide personal service, which is important to our clients. Our mission statement reflects our continuing philosophy:

Quality Service Since 1948
Founded in San Pedro, California in 1948, Western Overseas Corporation, a well known provider of top-quality, personal service and positive attention to clients. We are held in high regard by U.S. Customs Border Protection, Food and Drug Administration, Federal Maritime Commission and other regulatory agencies in the Los Angeles area and nationwide.

Management Tradition
The company has a tradition of strong and highly competent managers who include Michael Dugan, President, Carlo de Atouguia, Vice President Operations, Cecilia Castellanos, Vice President and Security Compliance, Ken Timmons, Andres Delgado, Emiliano DeGregoris, Elizabeth Esparza, Maurine Cecil, Susan Park, Marcia Pirnie, Tony Castroville, and over 27 licensed Customs brokers and forwarders working as a dynamic participant management team. Our managers and supervisors collectively represent decades of experience and dedication to serve our clients along with maintaining certified Customs Specialists and Export Specialists.

Excellent Depth and Capabilities
We have 120 employees at 20 branches, which include 49 at the Headquarters Cypress office, a satellite office at the Los Angeles International (LAX) airport and branch offices throughout the United States to include: Atlanta, Baltimore, Charleston, Charlotte, Chicago, Houston, Memphis, Miami, Milwaukee, New York, New Orleans, Norfolk, Philadelphia, Portland, San Diego, San Francisco, Seattle and Springfield.

Capabilities and Geographic’s
Our offices are in major gateways in the United States and a network of reliable foreign agents is maintained globally. Corporate Headquarters located in Cypress is a short drive from the Los Angeles/Long Beach port facilities and U.S. Customs Border Protection Customhouse located in Long Beach. The Los Angeles International (LAX) office is less than a five-minute drive from airline facilities and the Customhouse-LAX. Unlike most brokers and forwarders, we have in-depth experience in virtually every area of the Harmonized Tariff related to importations and Schedule B exportations. We subscribe to numerous information services which are capable of tracking trends affecting our clients. Much of the information is additionally shared with clients and is made available by a keyword searchable method to include over 30,000 Customs rulings from 1989 forward, anti-dumping and countervailing duty cases, and BXA regulations.

Trade Association Networking
Active membership in local, national and international professional industry associations keep us well informed and provide maximum visibility with U.S. Customs Border Protection (CBP), Federal Maritime Commission (FMC), Food and Drug Administration (FDA) and other government entities. Michael Dugan is the past President, former Chairman of the Board of Directors of the National Customs Brokers Freight Forwarders Association (NCBFAA) and remains an active board member. Michael Dugan, Cecilia Castellanos and Maureen Cecil are past presidents of the Los Angeles Customs Brokers Freight Forwarders Association (LACBFFA). Mr. Dugan is a past president of the Foreign Trade Association of Southern California (FTA) and provides active leadership to the International Customs Brokers Association. Carlo DeAtouguia serves as the FTA President and formerly was 1st vice president, 2nd vice president, treasurer, secretary and program director. Carlo is actively involved with the NCBFAA, LACBFAA and the Pacific Coast Council of Customs Brokers & Freight Forwarders (PCC). Ms. Cecil has served on the Board of Directors of NCBFAA, member of the Non Vessel Operating Common Carrier (NVOCC) and has chaired the LACBFFA Logistics Committee.
