U.S. Customs and Border Protection is scheduled to implement two new status
notifications to help the trade in matching Importer Security Filing bills of
lading with ocean manifest filings. The new notifications will be sent to
Automated Manifest System (AMS) filers beginning May 27, 2009 at approximately
9:00 a.m. EDT.
(Security Filing, commonly known as the 10+2 initiative, is a CBP regulation
that requires importers and vessel operating carriers to provide additional
advance trade data to CBP.)
Trade Requested the Notifications, Are for Informational Purposes Only
These new notifications were created at the request of the trade and are for
informational purposes only. The issuer of the bill of lading (BOL) (carrier or
NVOCC) will not be provided the actual security filing data elements. Further,
the vessel operator, vessel operating carrier and NVOCC are not required by CBP
to verify that a security filing has been filed against a bill of lading.
New ISF Status Notifications to Provide Information on BOL Matches
Upon the submission of an ISF, CBP attempts to match the House or Regular BOLs
provided therein against those submitted in a manifest filing. Similarly, upon
the submission of a manifest filing, CBP attempts to match the House or Regular
BOLs therein against those submitted in ISFs. This match does not occur for
Master BOLs.
When First Successful Match Occurs, "Security Filing on File" to be
Transmitted
When the first successful match occurs, CBP will transmit a status notification
message to the issuer of the BOL (carrier or NVOCC) and all secondary notify
parties. The status notification message will be transmitted in CAMIR RC or
X.12 350 format (based on the participants established communication syntax),
and will contain new disposition code '3Z' and description
'SECURITY FILING ON FILE'. Subsequent matches of ISFs against that manifested
BOL will not result in additional status notification messages containing the
3Z disposition code.
If a Matched ISF is Deleted, "Security Filing Deleted" to be Transmitted
Conversely, if an ISF that was previously matched to a manifested BOL is deleted
by the ISF filer, and there are no other ISFs matched to that BOL, a status
notification message will be sent containing new disposition code 3U and
description SECURITY FILING DELETED. Should a subsequently filed ISF cite
that BOL, a 3Z status notification will again be issued.
