
IMPLEMENTING THE UNITED STATES–JAPAN AGREEMENT
September 10, 2025MODIFYING THE SCOPE OF RECIPROCAL TARIFFS AND ESTABLISHING PROCEDURES FOR IMPLEMENTING TRADE AND SECURITY AGREEMENTS
On September 5, 2025, the President issued an Executive Order amending Annex II, effective for goods entered for consumption or withdrawn from warehouse for consumption on or after 12:01 a.m. on September 8, 2025.
The September 5 amendments to Annex II update the list of products that are exempt from reciprocal tariffs, including both additions and removals.
Only products that are properly classified under the specific headings and subheadings of the Harmonized Tariff Schedule of the United States (HTSUS) listed in Annex II qualify for exemption from the tariff action imposed by Executive Order 14257, as amended.
