What Shippers Need to Know About Transportation Rate Volatility
September 17, 2026Effective September 18, 2026, the CBP will begin voiding Importer of Record (IOR) numbers under a new enforcement action on Form 5106 accuracy. If your number has been affected — or you want to make sure it isn’t — here’s the why, what, and when.
Why This is Happening
CBP is now voiding IOR numbers immediately when the physical address, email, phone number, or tax ID (EIN, SSN, or CBP-assigned number) on file doesn’t meet its requirements — most often because a broker, forwarder, or agent’s contact information was used instead of the importer’s own. Written notice from CBP follows the voiding; it doesn’t come beforehand.
How to Tell if it’s Happened to You
Check the email address you have on file with CBP for a written notice — that’s where CBP sends it, along with the basis for the action. If you’re not sure whether your number is affected, or you’re having trouble filing entries, reach out to our compliance team and we’ll help you check.
What it Means if Your Number Has Been Voided
No entries can be filed against that IOR number until it’s reinstated. CBP has not published a turnaround time for reinstatement requests, so we can’t tell you how long this will take. If you have cargo that has already arrived and can’t be cleared, storage and demurrage charges continue to accrue while the number is voided — so the sooner a request goes in, the sooner that clock has a chance to stop.
What to Do Next
- Confirm whether you’ve received a written notice from CBP at the email address on file.
- If so, gather documentation to corroborate your identity as the IOR.
- We’ll help you submit the reinstatement request to CBP at IORProgram@cbp.dhs.gov, subject line “Enforcing IOR Accuracy.”
- Either way, we’ll review your Form 5106 record to confirm it’s accurate and up to date going forward.

If you think your number may have been voided, please reach out to our compliance team as soon as possible so we can start tracking a reinstatement request and keep an eye on any cargo sitting in storage in the meantime.
